Botetourt County, Virginia, Republican Committee (BCRC) Meeting Minutes April 29, 2024

The meeting was held at St. Mark’s United Methodist Church, 19 Cedar Ridge Drive, Daleville, Virginia, and called to order at 5:30 p.m. on Monday, April 29, 2024, by Chairman Steve Dean.

Botetourt County, Virginia, Republican Committee – Meeting Minutes

Pastor Jim Mathews of Villa Heights Baptist Church, Roanoke, said the opening prayer.

Chairman Steve Dean led the Pledge of Allegiance.

Candidate-Secretary Christine Liana read the Republican Creed.

Chairman Steve Dean thanked those present for attending, and welcomed and asked those to stand who had never been to a BCRC meeting; resounding applause was given.

Total recorded attendance was 151.

The Chairman announced the purpose of this meeting is to elect (10) committee positions, stated the voting requirements and the need for qualified voters to have the voting wristband and a voting placard; that nominations will be made first before voting; and called for adoption of the agenda. Danny Goad moved to adopt the agenda. Mark Tyson, et al, seconded the motion. BCRC members voted and Motion carried.
Kim Tyson nominated Jim Ludington for Vice-Chairman. Mark Tyson seconded the nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. Jim Crosby moved to close the nominations. BCRC members seconded it, voted, and nominated Jim Ludington.

Jim Luddington nominated Christine Liana for Secretary. Kim Tyson seconded the nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. Mark Tyson moved to close the nominations; Motion carried; nominations approved to be closed. BCRC members voted and nominated Christine Liana.

Jim Ludington nominated Chris Booth for Treasurer. Linda Rottman seconded the nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. BCRC members voted and nominated Chris Booth.

Mark Tyson nominated Attorney Dirk Padgett for Legal Advisor. Larry Ceola seconded the nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. Jim Crosby moved to close the nominations; Motion carried; nominations approved to be closed. BCRC members voted and nominated Dirk Padgett.

Mark Tyson nominated Larry Ceola for Precinct Coordinator. Jim Ludington seconded the nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. Mark Tyson, et al, moved to close nominations; Motion carried. BCRC members voted and nominated Larry Ceola.
Jim Ludington nominated Lisa Maydian for Amsterdam Magisterial District Chair. Brandy Campbell seconded the nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. Jim Ludington moved to close nominations. Motion carried; nominations approved to be closed. BCRC members voted and nominated Lisa Maydian.

Jim Ludington nominated Daryl Pugh for Blue Ridge Magisterial District Chair. Mark Tyson seconded the nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. Jim Crosby moved to close nominations; Motion carried; nominations approved to be closed. BCRC members voted and nominated Daryl Pugh.

Mark Tyson nominated Brandy Campbell for Buchanan Magisterial District Chair. Linda Rottman, et al, seconded the nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. Mark Tyson moved to close nominations; Motion carried; nominations approved to be closed. BCRC members voted and nominated Brandy Campbell.

Jim Ludington nominated Don Obenshain for Fincastle Magisterial District Chair. Larry Ceola, et al, seconded the nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. Jim Crosby moved to close nominations; Motion carried; nominations approved to be closed. BCRC members voted and nominated Don Obenshain.

Jim Ludington nominated Tim Amos for Valley Magisterial District Chair. Mark Tyson, et al, seconded the
nomination. Chairman Steve Dean asked for any other nominations; no other nominations made. Jim Ludington moved to close nominations; Motion carried; nominations approved to be closed. BCRC members voted and nominated Tim Amos.

Lisa Maydian for Amsterdam Magisterial District Chair: BCRC members voted and elected; Daryl Pugh for Blue Ridge Magisterial District Chair: BCRC members voted and elected; Brandy Campbell for Buchanan Magisterial District Chair: BCRC members voted and elected; Don Obenshain for Fincastle Magisterial District Chair: BCRC members voted and elected; Tim Amos for Valley Magisterial District Chair: BCRC members voted and elected.Chairman Steve Dean appointed Dr. David Bruce for Parliamentarian and appointed Linda Rottman for Public Relations Director. Old Business: Chairman Steve Dean announced that he does not have the meeting minutes from the [former BCRC
Committee’s] last meeting, and asked for new business.

John Williamson stated old business and turned in documents from Chairman Steve Dean’s election: ballots, tally sheets, party canvas sheets; and handed these envelopes to Secretary Christine Liana.

New Business: Mark Tyson made a Motion to restore Carol Witt-Pugh to be able to join the Botetourt County Republican Committee (BCRC), stating that he believes her removal was unprecedented and improper. Jim Ludington, et al, seconded the Motion. Chairman Steve Dean asked for any discussion; no discussion; BCRC members voted and Motion carried.

Sharon Porter requested the reinstatement of Greg Rieley to the Republican Party. Chairman Steve Dean asked for any discussion; no discussion. Daryl Pugh, et al, seconded the Motion. BCRC members voted and Motion carried.
Tim Amos asked for the reinstatement of Dennis Deacon and Dustin Gibbs to the BCRC for falsely being removed without justification. Parliamentarian Dr. David Bruce said both must be considered separately.

Reinstatement of Dennis Deacon seconded by Brandy Campbell. Chairman Steve Dean asked for any discussion; no discussion. BCRC members voted; and Motion carried.Reinstatement of Dustin Gibbs seconded by Brandy Campbell. Chairman Steve Dean asked for any discussion; no discussion. BCRC members voted and Motion carried.

Danny Goad of Valley Magisterial District addressed Chairman Steve Dean, saying that Dean campaigned on having monthly meetings, and asked for the date and location of the next BCRC meeting. Chairman Steve Dean said that it will be in the third week of May [2024] depending on the availability of this [church] facility, and it will be announced by e-mail, on the [BCRC] website, and social media channels.

Chairman Steve Dean asked for any other new business; no new business was stated.
